NSL - formerly NCP - patrols the streets for 60 councils across the country.
But a leaked memo from one of its regional managers complains that staff are not issuing tickets at a high enough rate.
It singles out wardens who are not handing out fines at the required '0.9 per hour' - about seven a day - and says disciplinary action should be taken against those who fall behind.
The leaked note from regional manager Emma Collins to a colleague in London's Kensington and Chelsea borough has provoked outrage among councillors who accuse NSL of breaking statutory guidelines which ban target setting.
It has also caused anger in neighbouring Westminster where Miss Collins also masterminded the parking ticket regime - before being stripped of the contract earlier this month.
Councils across the UK were urged last night to ensure parking contractors are not setting targets.
Under the heading 'Royalty Performance', the note from Miss Collins, one of NSL's top managers, was sent in November to Jeff Myles, in charge of wardens in Kensington and Chelsea.
In it she writes: 'There are still a significant number of people issuing at a rate of below 0.9 per hour.'
She sets out a list of seven wardens who are not booking enough motorists and asks for the relevant paperwork to be sent to her office, urging: 'We should not be uncomfortable about using the disciplinary process'.
